Qld: Application of tree clearing rules under fire from farmers

BRISBANE, Dec 21 AAP - Applications for five-year tree clearing permits for leasehold
land would be processed under tough new guidelines, no matter when they were lodged, the
Queensland government announced today.
The announcement angered the farming lobby, which had asked for applications to be
processed under the laws that were in place when the paperwork was filed.
The revised guidelines of the Vegetation Management Act, passed earlier this month,
will protect 30 per cent of original native vegetation on leasehold land from clearing.
Changes to leasehold land tree clearing laws came into effect last week.
Laws placing the same restrictions over freehold land will come into effect once a
compensation package for farmers is prepared.
Mr Beattie said today: "Those (leasehold tree clearing applications) still in the system
... will be subject to the new regulations - there is nothing unusual about that."
Queensland Farmers Federation (QFF) president Richard Armstrong said the government's
stand on the processing of applications was bad news for farmers.
Some of the applications for leasehold tree clearing permits had been lodged 12 months
ago, Mr Armstrong said.
"We don't believe that is the way a government should do business," he said.
"It's not open and honest and it's retrospective."
Mr Beattie said there had been a sharp increase in the number of applications for leasehold
tree clearing permits last month, covering a total of 120,000 hectares.
"That is an enormous amount of land when compared to the normal monthly average of
around 30,000 hectares," he said.
Opposition leader Rob Borbidge today renewed his pledge to rescind the new tree clearing
regulations if returned to government at the next election.
The Premier has promised to resolve the compensation package for farmers before proclaiming
the freehold tree clearing laws.
Mr Beattie is currently in a standoff with federal environment minister Robert Hill
over a $100 million compensation package for farmers affected by the new tree clearing
guidelines.

SYDNEY, Aug 9 AAP - A lack of innovative ideas rather than funding was the greatest barrier
to developing a vaccine against HIV, a leading US virologist said today.
Researcher David Baltimore said in the United States there had been a massive injection of
funds to fight the virus.
Dr Baltimore said Microsoft founder Bill Gates had made a long-term commitment of more than
$US200 million for vaccine research, focusing on HIV but also including other diseases such as
malaria.
But he said the key to stopping HIV infection in humans remained elusive to scientists.
"At the research level we have exciting things happening but at the practical level we
don't have a lot to offer," he told a media conference after addressing the 11th International
Congress of Virology here.
"The greatest road block is new ideas. Over the next period of time we will see more
interesting and successful vaccines come along (but) we have a long way to go."
He said it was important researchers world wide were supported.
"We are dealing with the most important public health issue in the world," he said.
"Although we have put in massive amounts of money in the US, the right idea might come from
somebody who's working off in left field, in Tasmania, wherever."

VIC: Autopsy to be conducted on body found in car boot
MELBOURNE, Feb 13 AAP - An autopsy will be conducted today on the decomposing body of a
woman found in the boot of a car in Melbourne's north-west yesterday.
The car was last seen being driven earlier this month by Melbourne businesswoman Anita
Lesser, 48, who was reported missing by her business partner last Tuesday.
A police spokeswoman said no new information would be released until the autopsy was
completed, possibly this afternoon.
The body was discovered in the boot of a white two-door Mitsubishi Lancer at St Albans
Railway Station about 3.50pm.
Police earlier yesterday expressed fears for the safety of Ms Lesser, whose disappearance
without extra clothes or an explanation was described as out of character.
Ms Lesser, a former escort worker, was a partner in a chemical company at the time of her
disappearance on February 1.
Police have appealed to anyone who may have seen the white two-door car - registration OME
156 with the word Courier in blue paint on the side of the vehicle - to come forward.
